What Changed on 1 November 2025

The structural changes introduced by the Department of Health significantly reshaped the landscape of Australian in-home aged care. The key adjustments were:

Program Consolidation:

The traditional Home Care Packages (HCP) framework and the Short-Term Restorative Care (STRC) Programme were retired and replaced by the single, unified Support at Home program. 

The most important point of reassurance for families is that the transition was explicitly designed to protect continuity of care. Existing provider relationships, familiar carers, and approved service schedules all remained intact through the structural shift.
